Abstract

South Africa’s persistent skills shortage remains a critical barrier to economic growth. The Sector Education and Training Authority (SETA) system was a well-intentioned state-led intervention 0established to address critical skills shortages. The report finds that the system has proven to be inefficient and ineffective and proposes moving to a more effective approach that prioritises skills for growth.
